Excluded process steps still include build information in release if a package is used in that step

What happened?

When excluding steps within a release, and those steps have packages on them, if the packages have build information that build information will be included in the release. This doesn't happen if you disable the steps directly from the deployment process.

Reproduction

1. Have two steps in a process, both referencing packages that have build information.
2. Create a new release
3. When selecting to deploy, disable one of the steps
4. Deploy the release, on the build information tab the information will be included for both packages
