I'm just wondering if this wrapper has support for opus FEC feature?

You can enable FEC with Opus.INSTANCE.opus_encoder_ctl(opusEncoder, Opus.OPUS_SET_INBAND_FEC_REQUEST, 1), but this will only have an effect if the application mode is set to Opus.OPUS_APPLICATION_VOIP when creating the encoder, see https://github.com/xiph/opus/blob/34bba701ae97c913de719b1f7c10686f62cddb15/include/opus.h#L179-L184
